How would i format a Blank Disk?

A real mystery!!!
Disc was formated on MSX. I tried system files downloaded as .ZIP, so I expect, they aren't corrupted by MSIE. They were copied onto the disc under pure MSDOS. But NO BOOT ACTION again! I've examined the boot sector using Diskedit - it contains texts like 'NMS 8245', 'MSXDOS <two spaces> SYS' and some 'Boot failure, press a key for retry' or what (so I suppose the boot sector is OK).
So what alse can abort MSX DOS boot? Has some hardware-guru any ideas?
Now I've only two ideas:
1) My Philips NMS 8245 has not original drive (it was replaced by another one. It has label of MSX Club West-Friesland, so I think, it was done by them). Can this cause it?
2) I've French ROM. Maybe the international one 'll run better? (Sounds more like a spell?)
The only action, which the discdrive doesn't, is the boot. It can format, it can load a Basic file (even the AUTOEXE.BAS file). After switching-on and after MSX title I've blue screen, disc LED flashes once and disc head moves. Then the LED flashes once more for a longer time, no head movement (only motor runs). Then Basic appears, and everytime I try the FILES command, I can see this stupid think:

MSX Basic version 2.1
Copyright 1986 by Microsoft

Disc BASIC version 1.0
Ok
files
MSXDOS .SYS COMMAND .COM
Ok

Could you try running an auto-booting disk image, like this one?. I have the feeling the DOS files you downloaded are corrupted. That feeling would be confirmed if the auto-booting disk boots..

Just in case - format the disk on your MSX, then copy the system files MSXDOS.SYS and COMMAND.COM to your MSX formatted floppy.

I did so.
I've tried the autoboot disc (XMAS2003) too. Again NO ACTION!
But now we can be sure, that the hardware is wrong, not the files.
Now I've to check all signals to floppy, isn't so?
Thanks to all.

By the way, this is not related to your question, but have you tried AmiMSX 3.1? AmiMSX is one of the best MSX Emulators that I have seen ever, although it do not have the advanced features of the emulations of nowadays, it runs very very smoothly and you can work with the emulator as it was a real MSX (using real MSX floppy disk, and of course, you can format them).

The homepage of AmiMSX is: http://www.arrakis.es/~joanant/amsx.html

It will need at least a 68030 CPU to run at 100% speed.

AmiMSX used to be my main MSX emulator. But when i got a PPC and a Blizzardvision graphics card, the emulation would run way too fast and would only output on native screenmode (not on my graphics card). Plus fMSX is much more system friendly and does not "bang" the hardware like AmiMSX, so it can mutlitask, etc.

Sadly at the moment, my Amiga is down. My PSU blew up!

Does the AUTOEXEC.BAS start automatically?

And you can try this usng the disk with MSXDOS.SYS and COMMAND.COM:

POKE &HF346,1:_SYSTEM

It should boot to MSX-DOS as well...

Yes, it does.
Only discs with MSXDOS.SYS, or discs with their own boot (as the mentioned XMAS2003 was) cannot boot.

I've found nothing special to repair inside the computer.

I changed one pin on floppy connector. And?
Now using POKE &HF346,1:_SYSTEM the system can boot!
(XMAS2003 displays "message of the day: press any key or wait a minute" and then halts wit error message "type mismatch".
So I added the POKE into AUTOEXEC.BAS file and so MSXDOS can bot after start.

Thanks to you all again!
