The site status of SF.net says that this service is down at the moment and that it will be back up in 2 days (from the 13th)... Guess they didn't meet that deadline (as usual). However, I expect it to be back soon. Check the SF.net site status page (via Help -> Documentation).
Normal CVS is online, though! But maybe only for developers.
