Do all official MSX'es have the MSX logo on it somewhere? If so, that's a nice check-up.. IF logo THEN IsMSX

It is not a MSX, but it can be viewed as a predecessor.
There's even a PV-1000 emulator and the source is also available :

Main problem is to find the BIOS rom and some game ROMS ....

The SUPER COBRA screenshot looks more like Konami's arcade SCRAMBLE rather than MSX SUPER COBRA. According to the specs it wouldn't be a problem to port these games back to MSX. Volunteers?
