why just 11 sheets though?

The first two rounds is just to generate the actual vote sheet. 66% of the entries with the most points makes it to the real elimination where the winner moves on. Iirc, the order in the real elimination is based on the score from the first two rounds. So the entry with the most points is put against the one with the lowest points and so on.
I would guess that once the real elimination begins it will be a time limit, not a sheet limit on when the round is over.
