I'm software & hardware engineer but I haven't used CPLD code. I could study it and modify code but it needs lots of time. I don't know why you want to use software scanline but if you need that then I think you could study also. As I said before, I saw the software scanline but it is not satisfied that much compared to hardware scanline (Software scanline is too dark).
Hardware scanline function is already included in Zemmix Neo Lite cause I'm sure you don't need to modify though.

Whaaaaat? are you saying the Neo Lite DOES include hardware scanlines?? This is VERY GOOD!!! 
Yes it is included as I said before. Zemmix Neo is OCM compatible and has hardware scanline and usb keyboard function.
The problem is some of the keyboard which is only HID compatible cannot be used.
