Have you check solder side of that board?
If you manage to find a working solution, please share the result. I have one Music Module with identical problem... I accidentally bumped in to it when it was connected to slot expander and after that it has been like this. (The "low, low, low, low, sound" also cuts off pretty badly)
I guess the next Check is the amp side and if some condensater seem to be cracked
The problem is that I don't understand electronics so I'm completely lost. The guy on ebay told me that he checked it before and has sound. If it is true, something might have happened durind transport... How sad

On the Philips NMS-1205 Music Module replace R41 with a 27K resistor to increase the output volume to the same level as an FM-PAC. This comes in handy when playing Moonblaster stereo songs.

also a trimmer by 10K on R39 could balance the internal volume.
