I successfully created the rom by following the instructions and it works booting with openMSX.
However, it doesn't work when using rom loaders :o

I’ve not tried it but instructions from the site suggest using /m8 for opfxsd:

MSXで実行可能なROMデータが出力されます。
OLION4.ROM が、MSX用のROMイメージです。FlashROMに焼いたり、エミュレーターで動作させることができます。マッパーなしの24KBあるいは32KBROMにしてください。
（MegaFlashROMの場合 opfxsd OLION4.ROM /m8 で 24KBROMとして焼くことができます）

I always wanted an adaptation of Star Master (Atari 2600) on MSX. Olion reminds me a bit this game.
