Breeze was a windowed System for MSX.
Yeah Breeze looked interesting: Portuguese. Very friendly people too, I mailed them and they explained why the ZX spectrum games, although technically slower on the same Z80, are not that easy to port to MX as you might think. So I believe they are/were very good but couldn't get this system to work unfortunately

Is something an OS if it is built on MSX-DOS? (Like MSXView... not sure about WiOS.) It would make it a bit like Windows 95. Just a GUI framework on top of DOS.

Shame so little sources are available. Anyone know how to contact the Uzix guy? Uzix 2.0 is missing (source) while uzix 1 is a very entertaining read. I don't get why he didn't put all sources online? Or maybe he did an I just cannot find them.

As always that depends on your definition of OS.
If the OS the the program you use to operate your computer then MSX-DOS is just part of your subsystem and the GUI is your OS.
The problem with that definition is that for most Linux user their OS would be BASH, BusyBox or Gnome and Linux would just be something that the OS uses to make things work.
