Not sure, Altera DE1 is a fully functional MSX2+ with a big amount of RAM (except for cartridge slots, this is really a handicap). Altera DE1 can be bought totally new for about 120-150€ depending the shipping cost. The price for an used MSX2+ is about 180-200€ with no modifications and about 220€ with RAM expanded to 256-512Kb.
However I think the experience of a real MSX2+ is better than use a FPGA

Ooh wow it does not have cartridge slot at all. I confused the expansion header with cartridge slot...arrgh! Back to square one I suppose. Forget getting MSX 2 they are expensive to get by and the resources or websites you guys are telling me are in languages I do not understand and it is like craigslist. So it is not something I will use as an alternative. I will get the gfx9900 instead.

The GFX9000 is not a replacement for an MSX2. It's an addon for MSX and MSX2, but it does not support the specific MSX2 and MSX2+ screenmodes (4 through 12). So, if you would plug it into an MSX (not 2) computer, you will only have the screenmodes 0 through 3, and the extra screenmodes of the GFX9000. And I'm not sure it would work on an MSX at all...
