With this price the amount of the customs duty is not to be neglected. The tax is calculated from the actual price PLUS of the transport costs. If this amount exceeds 150 Euro, import duties may be charged in addition to the value added tax. Customs knows no mercy!
This often prevents me from buying from non-European countries, but, well, I cannot resist this offer.

Hamlet, I pay 19% import tax for almost everything that costs more than 30 Euro these days. Sad Last time I bought 2 broken Casios for 60 Euro from Japan, the final bill with shipment, third party's fee and taxes was over 150 Euro.

The seller could declare a more attractive price for customs. As if they know what he received on his bank account or what something they will most certainly not have catalogued. Saves a lot of needless overhead which serves nobody anyway...

Well, the problem will be that if you get caught (of which the chance are indeed pretty slim) is the fact that penalties for fraud tend to be quite harsh.

It's up to the manufacturer to put a value to his product... Small electronic devices usually go for a few tenners anyway.

Indeed, the manufacturer has to put a value to the product and is, within some limitations, free to do so. But the value on the customs document has to be the same as on the commercial invoice. Not based on component value.

Pro tip for sellers: if value stated on the customs document is different (lower) from actual purchase price, DON'T include an invoice in the same package. Then customs only have the value indicated on official document to go on.

For small shipments they won't bother to double-check or ask questions unless indicated value seems way off. So don't put a ridiculous low value in customs document! Just something low-ish that seems reasonable enough to 'unknowing' customs personnel. Or low enough as needed to avoid additional charges.
