Talking strictly about “need”, all you need is an FM-PAC cartridge.
If you want to build it in, then this board is an option. The F4 register is meant for MSX2+ upgrades, but its presence will do no harm if you just want it for the FM.
Possible to use 74HC series chips instead of 74LS. When using 27c512, the OE signal must be connected to RD instead of CS1! When using 27c256 the jumper selects first or second 16kb part of ROM image.
Unfortunately my last shipment of YM2413 was completely broken. So I don't have the possibility to make new boards for at least a month. The board should work in any MSX computer, but space-wise I can't guarantee anything. On Yamaha MSXs the board is installed into a socket where Z80 used to be (and Z80 is installed on top of the board). On other machines the location of Z80 is different, so the installation may require a lot of soldering (40 wires + connections). I've never modded HB-F9P, so I can't really tell whether the board will fit nicely or a lot of wires will be required.
